The FAQs, setting info, and application pages weren't completely clear on this--they seemed to imply that setting native characters could have access to such powers, but it wasn't outright stated. Come to think about it, what about non-native characters with similar powers (like say someone decided to app in an X-man or a scifi-style telepath)? Would they still need power naturalization?
